More than 200,000 people sit in jail for months or even years waiting for their cases to be resolved. They include long-term residents with a minor criminal offense; asylum seekers fleeing war, political and religious persecution; and undocumented workers. Since 1996 more than 1.6 million immigrants have been deported.
